福建省卫健委与英国医疗局签署合作备忘录，推动中英医疗合作在更高层次落地发展

在全球健康治理日益重要的背景下，福建省卫生健康委员会与英国医疗局于2025年9月8日，在厦门举办的中国国际投资贸易洽谈会（CIFIT）期间正式签署《医疗合作谅解备忘录》。本次签约活动在英国担任主宾国的框架下举行，标志着中英医疗合作在区域层面迈出关键一步。

签约仪式由英国驻广州总领事Sarah Mann女士与福建省卫健委副主任李红女士代表双方出席。

签约见证人为中国商务部欧洲司二级巡视员韩晓东先生、英国驻华大使魏磊（Peter Wilson）先生，以及英国驻华贸易使节倪乐思（Lewis Neal）先生。

此次备忘录明确双方将在卫生人员培训、临床研修、数字健康、科研合作、疾病防控等领域建立常态化沟通机制，推动项目化合作落地。福建省作为中国东南沿海的重要医疗区域，具备良好的医疗基础与开放合作意愿；而英国医疗局则以其在NHS体系建设、基层医疗、医学英语培训等方面的成熟经验，为合作提供了坚实支撑。

签约活动期间，中英双方还就未来合作方向展开深入交流，探讨如何通过机制化合作推动医疗服务体系升级、人才能力建设与科研成果转化。

英方代表表示，将积极支持福建省在国际医疗合作中的探索与实践，推动更多英方资源与福建医疗机构对接。

展望未来，福建省卫健委与英国医疗局将以此次签约为契机，继续秉持开放、共赢的理念，协调各自资源并形成合力，借助本次大会发起的中英健康创新平台，持续深化在医疗服务体系建设、人才培养、科研协作及数字健康等领域的合作，推进双方生命健康科学领域的共同发展。

Fujian Provincial Health Commission Signs MoU with UK Healthcare Authority to Advance Regional Sino-British Healthcare Collaboration

On September 8, 2025, during the China International Fair for Investment and Trade (CIFIT) in Xiamen—where the UK served as the guest country—the Fujian Provincial Health Commission and the UK Healthcare Authority signed a Memorandum of Understanding (MoU) to deepen healthcare cooperation between China and the UK.The signing ceremony was attended by Ms. Sarah Mann, British Consul-General in Guangzhou, and Ms. Li Hong, Deputy Director-General of the Fujian Provincial Health Commission. Witnesses included Mr. Han Xiaodong, Deputy Director-General of the Department of European Affairs at China’s Ministry of Commerce, Mr. Peter Wilson, British Ambassador to China, and Mr. Lewis Neal, UK Trade Envoy.The MoU outlines plans for regular communication and project-based collaboration in areas such as workforce training, clinical exchange, digital health, research partnerships, and disease prevention and control. Fujian, as a key healthcare region in southeastern China, offers strong infrastructure and openness to international cooperation. The UK Healthcare Authority brings extensive experience from the NHS in primary care, medical English training, and healthcare system development.During the event, both sides engaged in discussions on future cooperation, exploring how structured collaboration can support healthcare system upgrades, talent development, and research translation. UK representatives expressed strong support for Fujian’s efforts in international healthcare engagement and committed to facilitating connections between UK resources and Fujian institutions.Looking ahead, the Fujian Provincial Health Commission and the UK Healthcare Authority will build on this MoU to launch initial joint projects and explore cooperation in emerging areas such as AI-assisted diagnostics, telemedicine, and hospital-based research enhancement. Through structured and project-driven collaboration, both sides aim to contribute to global health innovation and deliver higher-quality services to their populations.

Looking ahead, the Fujian Provincial Health Commission and the HealthcareUK will continue to uphold the concept of openness and win-win cooperation, coordinate their respective resources and pool strengths. Through the UK-China Healthcare Innovation collaboration launched at the conference, the two sides will continue to deepen cooperation in healthcare system building, talent cultivation, scientific research collaboration, and digital health, as well as promote mutual development in the field of life and health sciences.
