杭州市卫健委与英国医疗局签署合作备忘录,推动政产学研融合与体系化国际合作

杭州市卫健委与英国医疗局签署谅解备忘录,聚焦基层医疗体系建设、医学英语培训、科研成果转化等领域,推动“政产学研”融合发展,借鉴NHS经验,打造国际化医疗新样板。在全球医疗体系加速融合的背景下,杭州市卫生健康委员会与英国医疗局于2025年8月29日在英国驻上海总领事馆正式签署《医疗合作谅解备忘录》,标志着杭州在体系化推进医疗国际合作方面迈出关键一步。此次签约得到了英国驻上海总领事馆的大力支持,由英国驻上海总领事包迈岫(Matthew Burney)亲自见证。签约双方分别为杭州市卫生健康委员会主任方健国与英国商业贸易部生命科学与医疗商务领事韩睿(Gary Hunt)。此次签约不仅是地方政府与英国官方医疗机构的首次系统性合作,也体现了杭州在医疗国际化发展中的战略布局。备忘录明确双方将在卫生人员培训、临床研修、科研成果转化、疾病防控、健康老龄化等领域建立常态化沟通机制,推动项目落地。值得关注的是,签约仪式及随后的圆桌交流活动汇聚了中英医疗领域的多方力量,形成“政府—产业—学术—科研”融合发展的新格局。杭州市第一人民医院、第七人民医院、中医院、妇产科医院、市疾控中心等市属单位分享了各自在国际合作中的实践经验。
英方企业中,爱思唯尔(Elsevier)分享了其在医学期刊出版、科研支持与数字智库解决方案方面的全球实践;GDK Medi集团则重点介绍了其在跨境科研合作与临床能力提升项目中的成果与布局。Modality全科医疗集团作为英国NHS的服务提供商,介绍了其在基层医疗体系建设中的经验;Mediversity则展示了其在医学英语培训和国际医疗旅游服务方面的探索。此次交流不仅体现了中英医疗产业的互补优势,也为推动医疗国际化和人才能力建设提供了多维度的合作路径。展望未来,杭州市卫生健康委与英国医疗局将以此次签署为契机,持续深化在医疗服务体系建设、人才培养、科研协作及数字健康等领域的合作。
双方计划建立常态化沟通机制,推动首批合作项目落地,并探索在人工智能辅助诊疗、远程医疗、医院体系提升科研合作等方向开展联合研究与试点应用。通过机制化、项目化的合作路径,中英医疗界将共同推动全球健康治理的创新实践,为两国人民带来更高质量的健康服务。
Hangzhou Municipal Health Commission Signs MoU with UK Healthcare Authority to Promote Integrated Healthcare Collaboration Across Government, Industry, Academia, and Research
Sino-British healthcare cooperation enters a new phase! On August 29, 2025, the Hangzhou Municipal Health Commission and the UK Healthcare Authority signed a Memorandum of Understanding (MoU) at the British Consulate-General in Shanghai, focusing on primary care system development, medical English training, research translation, and more. The agreement aims to foster integrated development across government, industry, academia, and research, drawing on the UK's NHS experience to build a new model of internationalized healthcare.Against the backdrop of accelerating global healthcare integration, the MoU marks a significant step forward in Hangzhou’s efforts to systematize international medical cooperation. The signing was strongly supported by the British Consulate-General in Shanghai and was witnessed by British Consul-General Matthew Burney.The MoU was signed by Mr. Fang Jianguo, Director of the Hangzhou Municipal Health Commission, and Mr. Gary Hunt, Life Sciences and Healthcare Consul at the UK Department for Business and Trade (DBT). This represents the first structured collaboration between a Chinese municipal health authority and an official UK healthcare institution, reflecting Hangzhou’s strategic approach to healthcare internationalization. The agreement outlines plans for regular communication, joint project development, and cooperation in areas such as workforce training, clinical observation, research translation, disease prevention, and healthy aging.A key highlight of the event was the roundtable discussion, which brought together stakeholders from both countries and sectors, forming a new model of integrated development across government, industry, academia, and research. Municipal institutions including Hangzhou First People’s Hospital, Hangzhou Seventh People’s Hospital, Hangzhou Hospital of Traditional Chinese Medicine, Hangzhou Obstetrics and Gynecology Hospital, and Hangzhou CDC shared their experiences in international collaboration.UK-based companies also contributed to the dialogue: Elsevier presented its global expertise in medical publishing, research support, and digital intelligence solutions; GDK Medi Group highlighted its achievements in cross-border research collaboration and clinical capacity-building; Modality, a provider of general practice services to the NHS, shared insights into primary care system development; and Mediversity showcased its work in medical English education and international medical tourism services.This exchange not only demonstrated the complementary strengths of the Chinese and UK healthcare industries but also opened up multidimensional pathways for advancing healthcare internationalization and talent development.Looking ahead, the Hangzhou Municipal Health Commission and the UK Healthcare Authority will build on this MoU to deepen collaboration in healthcare system development, talent cultivation, research partnerships, and digital health innovation. Both sides plan to establish a regular communication mechanism, initiate the first batch of joint projects, and explore cooperation in emerging areas such as AI-assisted diagnostics, telemedicine, and hospital-based research enhancement. Through structured and project-driven collaboration, the healthcare sectors of China and the UK aim to contribute to global health governance and deliver higher-quality medical services to their populations.
