Hainan’s First International Clinic in a Rural Primary Care Hospital Opens in LeDong County 2nd People's Hospital

为紧跟海南自贸港建设，做好2025年海南自贸港封关之后，不断增加的外国人就医需求工作，2月28日上午，海南省农村基层医院首家国际门诊在乐东黎族自治县第二人民医院正式开业运行，乐东二院国际门诊由外聘专家美国全科医学专家、外籍Timothy Noel Stephens博士（中文名字沈义扬）、海南省有突出贡献的优秀专家周才旺院长、海南省高层次人才主任医师陈鸿诗副院长轮流坐诊。沈义扬博士将每个月到我院国际门诊坐诊、教学，为我院培养全科医学和外语人才。让在乐东工作有就医需求的国外友人及乐东百姓不出远门在乐东农村基层就可以得到国际医学专家的医疗服务。让外国友人在乐东县第二人民医院方便就医，真正享受“家乡级”待遇。在海南安心工作和生活。

Following closely with the construction of Hainan Free Trade Port, and in order to prepare for increasing demand for medical treatment among foreigners after the establishment of the Hainan Free Trade Port in 2025, the first international outpatient clinic in a Hainan Rural Primary Care Hospital was officially opened at LeDong Li Autonomous County 2nd People's Hospital on the morning of February 28th. Rotating scheduled international clinic services at LeDong 2nd Hospital will be provided by foreign expert and American family physician Dr. Timothy Noel Stephens (Chinese name Shen Yiyang), Hospital President Dr. Zhou Caiwang, an outstanding expert who has made outstanding contributions in Hainan Province, and Vice President Dr. Chen Hongshi, chief physician and a Hainan Province high-level talent. Dr. Stephens will visit our hospital every month to see patients in the international clinic and teach and train general practice doctors and equip hospital staff in foreign language skills. Foreign friends working in LeDong who have medical needs and the local people of LeDong can get medical services from international medical experts at the grass-roots level without the need to travel far away. Foreign friends can receive convenient service when seeking medical treatment at the LeDong County 2nd People's Hospital, and truly enjoy "hometown" treatment, so they can work and live at ease in Hainan.

院领导周才旺院长、邢孔彬副院长、陈太辉副书记，医务科庞建南主任及Timothy Noel Stephens博士、海口市人民医院神经内科杨国帅教授、康复医学科宋振华教授等参加了揭牌仪式，周才旺院长和Timothy Noel Stephens博士为“国际门诊”揭牌。当日，Timothy Noel Stephens博士接诊了12个患者。乐东县第二人民医院“国际门诊”成立标志着我院在提高医疗服务水平与国际接轨迈出了重要的一步，为海南自贸港建设添砖加瓦，贡献乐东二院智慧和力量。

 The hospital leaders, President Zhou Caiwang, Vice President Xing Kongbin, Vice Secretary Chen Taihui, Medical Affairs Director Pang Jiannan and Dr. Timothy Noel Stephens, Professor Yang Guoshuai of the Neurology Department of Haikou People's Hospital, and Professor Song Zhenhua of the Department of Rehabilitation Medicine attended the opening ceremony. President Zhou Caiwang and Dr. Timothy Noel Stephens unveiled the "International Clinic" plaque. On the same day, Dr. Timothy Noel Stephens received 12 patients. The establishment of the "International Clinic Service" at LeDong County 2nd People's Hospital marks an important step in improving the medical service level of our hospital in line with the international standards, contributes to the constructioof Hainan Free Trade Port, and contributes to the expertise and capacity of LeDong 2nd Hospital.
